See who said yes. Count everyone else.
Every number split three ways: counted (everyone, no consent needed), observed (people who said yes) and inferred (a labelled estimate).
Most dashboards blend consented, modelled and missing data into one number.
You can't tell what's real, so you can't defend it.

Asked about consent split.
Do I still need a cookie banner?
For anything identifying or sent to an ad platform, yes. Counting alone doesn't need one in the UK. Clickfall's own banner asks for exactly what needs a yes, with Reject as easy as Accept.
What happens to people who say no?
They're counted, with nothing identifying, and never sent anywhere.
Does the same rule apply in the EU?
No. The UK changed its law in February 2026; the EU hasn't. There, you still need a yes before anything non-essential.
This explains the law in plain English. It isn't legal advice.
