The problem
Platforms fill consent gaps with models you can't see.
When the number moves, nobody can say why.
1,000Events a day without consent, for at least 7 days, before GA4 will model the gap. Its reports then say they include estimated data, but never which number.Source · Google Analytics Help, behavioural modelling for consent mode

FAQ
Asked about modelling rules.
Are inferred conversions sent to ad platforms?
Never. Only observed conversions are sent. Inferred figures stay in your reports, labelled.
Can I turn modelling off?
Yes. Without a rule there is no inferred column.
How is this different from Consent Mode?
Consent Mode models inside Google, by Google’s rules. These rules are yours, written down, and the estimate is marked on every number it touches.
This explains the law in plain English. It isn't legal advice.
